驻菲大使井泉：菲律宾不需要选边站队，可以同时与中美保持稳定关系

class=\"rich_media_content\"\u003e\u003cp\u003e\n\t据中国驻菲律宾大使馆网站消息，1月20日，驻菲律宾使馆举办2026年新年媒体沙龙。井泉大使和中菲媒体代表等300余人出席。井泉大使讲话全文如下：\n\u003c/p\u003e\n\u003cp\u003e\n\t各位来宾，各位媒体朋友！\n\u003c/p\u003e\n\u003cp\u003e\n\t大家晚上好!\n\u003c/p\u003e\n\u003cp\u003e\n\t欢迎参加中国使馆媒体沙龙活动！在座很多人都是使馆的老朋友，但对我来说还是新朋友，感谢大家对使馆工作的支持帮助，希望我们很快也能成为老朋友。\n\u003c/p\u003e\n\u003cp\u003e\n\t我刚到菲律宾一个多月。\u003c!--AIPOS_0--\u003e作为大使，我将坚定维护国家利益与尊严，同时也会发挥好桥梁作用，让中菲关系趋稳而非恶化，让两国人民走近而非走远。我的任务很重，但我抱有信心，期待能得到大家的大力支持。\n\u003c/p\u003e\n\u003cp\u003e\n\t这一个多月来，我每天日程排得很满，最多时一天有七场活动。我见了不少人，也去了一些地方。不管是政府官员、商人、记者、学生、工人还是普通民众，他们的热情、善良、友好、微笑，给我留下深刻印象，让我内心倍感温暖。\n\u003c/p\u003e\n\u003cp\u003e\n\t\u003cstrong\u003e这一个多月来，既有菲方对中国公民14天免签的好消息，也发生了一些海上突发事件，还有少数人仍在对中国进行妖魔化宣传。但我见到的所有人都希望南海局势能稳下来，中菲关系能好起来。这给了我很大信心。\u003c/strong\u003e\n\u003c/p\u003e\n\u003cp\u003e\n\t中菲之间存在海上争议，近几年还比较突出。中国与印度、越南、日本等几个邻国也有陆地或海洋争议，但都通过磋商找到解决办法，或至少管控住了局势。我相信中菲之间应该也有能力有智慧找到管控分歧的办法。\n\u003c/p\u003e\n\u003cp\u003e\n\t我见到的所有菲律宾朋友都不想看到中菲发生冲突。中国也一样，一旦发生冲突，会伤了邻国间的长期关系。\n\u003c/p\u003e\n\u003cp\u003e\n\t\u003c!--AIPOS_1--\u003e坐下来谈，通过外交对话找到解决办法，这是最好的选择。目前，双方外交部门正在朝着这一方向努力，而且已就下阶段对话交往路线图达成初步共识。\u003cstrong\u003e今年菲担任东盟轮值主席国，双方都希望能尽快谈成“南海行为准则”，正在为此加大磋商频率与力度。\u003c/strong\u003e\n\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\n\u003cp\u003e\n\t即便不能很快通过对话找到解决办法，双方也要保持沟通渠道畅通，避免采取刺激和挑战对方的行动，防止局势紧张、升级。\n\u003c/p\u003e\n\u003cp\u003e\n\t\u003cstrong\u003e南海争议只是中菲关系的一部分，我们应该看到全局。\u003c/strong\u003e正如马科斯总统所说，不能让分歧定义中菲关系，分歧应是中菲关系的例外，而非常态。\n\u003c/p\u003e\n\u003cp\u003e\n\t\u003c!--AIPOS_2--\u003e过去十年，中国一直都是菲律宾最大贸易伙伴和进口来源地。菲中贸易存在较大逆差，这是事实，但中方从不追求逆差，我们欢迎菲律宾把更多产品卖到中国，特别是优质农产品，比如榴莲、芒果、香蕉等。去年中国进博会上，三家达沃榴莲出口商成交额达3660万美元。\n\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\n\u003cp\u003e\n\t我听说比亚迪电车在菲律宾卖得不错，LABUBU在菲年轻人中风靡，泡泡玛特已经在马尼拉开了第四家店，街头的蜜雪冰城、霸王茶姬大受欢迎，商场里KKV、MINISO门庭若市，华为、VIVO、小米等也很普及。\n\u003c/p\u003e\n\u003cp\u003e\n\t同时，我更希望看到中国的光伏、新能源、环保、数字经济等高科技成果在菲落地转化，助力菲经济更快更好发展。\n\u003c/p\u003e\n\u003cp\u003e\n\t最近我们正在和菲商界、地方政府探讨垃圾焚烧发电合作。\u003cstrong\u003e目前菲律宾垃圾处理主要还靠填埋，不仅费时费力、污染环境，还十分危险。而中国企业在焚烧垃圾发电方面拥有先进技术。如果在马尼拉引入中国技术，每天就可处理一万吨垃圾，不仅可以更好保护环境，还可以年发电20亿度，大大降低马尼拉电价。\u003c/strong\u003e\n\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\n\u003cp\u003e\n\t上个月，中国无偿援赠的达沃河桥（Bucana）顺利竣工通车，将原来2小时路程缩为20分钟。此外，中国企业在马尼拉和达沃分别还有一座大桥正在建设中，建成后将大大促进当地交通便利和经济社会发展。\n\u003c/p\u003e\n\u003cp\u003e\n\t诸如此类的事情还有很多，中菲合作潜力巨大。同时，经贸合作需要良好的政治关系和营商环境。\u003cstrong\u003e近两年，中国对菲投资已远远落后于其他东盟国家，仅比文莱稍多\u003c/strong\u003e。我希望随着中菲政治关系回暖，经贸投资也会有大幅提高。\n\u003c/p\u003e\n\u003cp\u003e\n\t中菲是近邻，邻里间应当相互学习、相互帮助、相互尊重。中菲人民都非常善良，两国人民应相互喜爱，没有任何理由相互仇恨。\n\u003c/p\u003e\n\u003cp\u003e\n\t中国把菲律宾当做朋友、邻居，真心相助，不求回报。中国的发展对菲律宾不是威胁，而是机遇。\n\u003c/p\u003e\n\u003cp\u003e\n\t我常和朋友们说，\u003cstrong\u003e中国的朋友可以是美国的朋友，美国的朋友也可以是中国的朋友，这不是一种零和游戏。菲律宾不需要选边站队，更不用依靠一方去对抗另一方，完全可以像其他东盟国家一样，同时与中美保持稳定关系，这最符合菲自身根本和长远利益。\u003c/strong\u003e\n\u003c/p\u003e\n\u003cp\u003e\n\t\u003c!--AIPOS_3--\u003e上周，菲方宣布对中国公民实施14天免签，这是一个积极信号，我们对此表示欢迎，相信将迎来一个中国游客小高峰。\u003cstrong\u003e但近几年一些针对中国公民的绑架、诈骗等案件产生了非常坏的影响\u003c/strong\u003e，我们希望同菲方继续大力加强执法合作，共同打击跨国犯罪，将更多的犯罪分子绳之以法，维护中国公民正当合法利益，为两国人民正常往来提供足够安全保障。\n\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\n\u003cp\u003e\n\t中菲关系稳定发展，离不开两国各界人士共同努力。\u003c!--AIPOS_4--\u003e媒体人士更是肩负着重要责任，你们是新闻事件的记录者，信息意见的传播者，更是舆情民意的引导者。\n\u003c/p\u003e\n\u003cp\u003e\n\t中国使馆是促进中菲友谊合作的桥梁，也是捍卫国家利益和尊严的堡垒。\u003cstrong\u003e我们欢迎建设性的对话讨论，包括分歧争议，但反对无端攻击诋毁。如果有人说假话、对中方肆意抹黑、散布仇恨，我们不会保持忍耐和沉默，将毫不犹豫进行反击，这是使馆的基本职责所在\u003c/strong\u003e。我们有权让民众了解事实真相和中方的立场看法。\n\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\n\u003cp\u003e\n\t希望在座媒体人士始终秉持客观公正立场，让民众听到各方真实的声音，为中菲友好和两国关系改善发挥积极作用。\n\u003c/p\u003e\n\u003cp\u003e\n\t我们也愿邀请菲各界人士特别是媒体朋友到中国去实地走一走，看一看，体验真实、立体、全面的中国。听说菲律宾朋友们很喜欢重庆、张家界、哈尔滨等地，现在正值哈尔滨冰雪节，欢迎大家去玩雪！\n\u003c/p\u003e\n\u003cp\u003e\n\t朋友们，\n\u003c/p\u003e\n\u003cp\u003e\n\t中菲关系刚刚走过建交50周年。上个月，我向马科斯总统递交国书前，在候见厅看到许多中菲关系的珍贵历史照片，还有菲华商联总会精心制作的庆祝建交50周年画册，上面记录了中菲友好交往的点点滴滴。\n\u003c/p\u003e\n\u003cp\u003e\n\t\u003c!--AIPOS_5--\u003e我对过去50年双方领导人、政治家、媒体和各界人士为促进中菲友好所做大量工作感到由衷钦佩和敬意。\n\u003c/p\u003e\n\u003cp\u003e\n\t我在想，再过50年，到中菲建交100年的时候，那时的人们回望现在，他们也会为我们今天所做工作感到骄傲。\n\u003c/p\u003e\n\u003cp\u003e\n\t谢谢大家!\n\u003c/p\u003e\u003cstyle\u003e.rich_media_content{--news-tabel-th-night-color:
